After the cop dramas that were Kuuga and Agito, Toei handed the reigns of Kamen Rider to the woman who gave us the exceptional Timeranger and Gingaman. Together with Toshiki Inoue, who served as Ryuki’s secondary writer, Yasuko Kobayashi created a show that was quite different from its predecessors, pitting the Kamen Riders against each other rather than having them all work together. The premise was that there were 13 riders in the world who had to battle each other to the death and that there could only be one. Many people have compared this storyline to the Highlander franchise with the battle royale styled story and the outcome being that the last survivor would be rewarded in the same manner as those in The Highlander.
